Make your way to the front gate of the Victory Memorial Camp to trigger a scene and then head toward the bunker and keep going to find the Air Raid Shelter. You'll need to complete the Quest: The Gung Hoster to find some explosives to clear the barricade and enter the hatch.
Search the area for supplies and activate the Track Access Hatch and then head into the bathroom to find Ollie's Memory - Quits. You can now climb up the other ladder in the Safe House to enter the Military Camp.

You should be familiar with this area thanks to Arthur's campaign, so carefully enter the camp and eliminate the soldiers outside the Generator Room and Depot, searching the Depot for supplies, and then continue to the Canteen to find the Book: Clean Plate Award and 'Poems' on the floor.
Exit the Canteen for a scene and head left along the path, toward the Training Yard, and then wait for the patrols to exit the Training Yard before you sneak inside and hide in the grass to the left. Wait for an opening to safely leave the Training Yard into a barracks area next to the Canteen, filled with tents, and carefully circle around the area while searching the tents.
Re-enter the Training Yard on the other side of the barracks and then the Training Yard once again to reach the main road. If you head left, you'll find yourself near the Generator Room and can follow the right side of the building to sneak up on the soldier outside the Armory.
Once the area is clear, pick the lock to the Armory and collect all the goodies inside and then head toward the tower, skirting the area to avoid the lights, to reach another barracks area. Eliminate the soldiers in the area and check the tents for supplies and then continue straight to General Byng's office for a scene.
Head around the back of General Byng's office and hide in the tall grass near the Officer's Quarters and then pick the lock to enter the building when it's safe. Once inside, collect the numerous crafting materials and a Random Book on a bookshelf and then exit and head toward the objective marker to takedown Col. Cheeseman for General Byng's Office Key.
You can now enter General Byng's Office to trigger a scene before backtracking to the Canteen and then speak with the cook to leave the Military Camp and complete this quest.
